Proposal for fax daemon

A fax daemon is a process running on the server, it listens for new fax transmission requests on the postgresql server, composes the forms using the forms engine, then transmits them via faxmodem using a fax driver such as Efax

Efax can also save received faxes in a directory, which can then be loaded by the docs viewer. (it would be nice to load automatically, but there is no way to associate a fax with a patient
